This paper is one of a series describing the origins and developmental process of regional learning projects. It outlines the non-traditional learning approach used by the Centre for Employment Training in Cleveland in the United States of America (USA). The Centre runs a training program (CET-Cleveland) combining basic skills training with instruction in specific occupation-based skills, to integrate disadvantaged young adults into the workforce. The program emanated from the Jobs and Workforce Initiative (JWFI), generated by business leaders in the region with the objective of developing the workforce in response to local skill demands. These demands have been shaped by a low regional unemployment rate, a shortage of skilled workers and an ageing workforce.
